[HIP-44] Treasury Diversification for Ongoing DAO Expenses

This proposal is made with the same goals as the original [RFC] Treasury Diversification 2. Updated parameters are below. Summary Sell 25% of Hop DAO’s ARB holdings (209,251 ARB) for USDC.
