Enable EVM Mapping for $QUNT, $NINJA, $KIRA, $XIII, $NONJA, $TALIS, and $HDRO Tokens

Summary

This proposal creates ERC20 token pair mappings for seven of Injective's longest-standing community tokens: $QUNT, $NINJA, $KIRA, $XIII, $NONJA, $TALIS, and $HDRO. Doing so connects the Cosmos bank module and Injective EVM for each of them. None of these tokens can be mapped by anyone other than governance.
