[7.3] [Social] Governor Nexus Update

Summary

TL;DR: We propose that the DAO approve the Governor Nexus update, the next version of the ENS governor. It is built on OpenZeppelin v5.6.1 and fixes the risks found in the Governance Security Assessment.
