Enable Fixed Gas for Exchange Messages on Injective

Summary

Injective's exchange module supports a fixed gas mode that assigns deterministic gas costs to core exchange messages such as order placement, cancellation, deposits, and withdrawals. It has been live on testnet since July 2026 but remains disabled on mainnet.
